A serpentine belt tensioner is just what it sounds like. It keeps tensioner on your serpentine belt. Your serpentine belt stretches under load and the tensioner keeps proper pressure on your belt to keep it from slipping and causing issues. If your car is making a screeching noise each time you start it, it is probably do to your belt being stretched. Your belts over a period of time will stretch with wear, if your belt has been replaced recently it just needs to be re-tightened and if that doesn't work then it should be replaced under warranty.
