Let's start with what a harmonic balancer does. Your harmonic balancer absorbs engine vibrations from the crankshaft. It does this because it is made of an inner and outer steel ring with rubber injected between. This absorbs the vibrations from the crankshaft that can cause damage to internal components if the harmonic balancer fails.
Over time this injected rubber deteriorates. This will cause the harmonic balancer to separate and the outer shell may come off. In some cases your harmonic balancer also acts as a serpentine belt pulley. When the harmonic balancer breaks it can cause damage to your belt as well.
This is an item that does not typically wear out frequently. It can wear out prematurely due to oil contamination from an engine oil leak damaging the rubber in the harmonic balancer. It is recommended that you check your balancer for wear damage at each oil change service.
